The Parque Tecnológico del Litoral Centro (PTLC) was conceived during the 90`s to provide solutions to the demands presented by the entrepreneurs from Santa Fe who were eager to meet with the scientific sector in order to satisfy the market requirements. “Innovation” was the key variable to accomplish the success of product processes.
This project was based on the positive experiences of the American and European Technology Parks and, locally on the great potential of the scientific and technological system.
The Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET) established the PTLC in Santa Fe due to the regional excellent conditions. It did not take long since it owned the ground, granted by the Municipality of Santa Fe in 1975, and the building infrastructure to lodge and gather the local scientific offer.


In 2001, taking the legal characteristics of the technology parks of Andalusia and Galicia into account, CONICET decided to create a Corporation where the governmental states own the majority of shares (Sociedad Anónima con Participación Estatal Mayoritaria –S.A.P.E.M.-). It is formed by the scientific community; the governmental sector ( Santa Fe Privince and Municipalities of Santa Fe and Paraná - Entre Ríos -); and the private sector (entrepreneurs) taking part equally as regards decision making. In this way, the PTLC S.A.P.E.M. generates a sort of interaction among the three sectors according to the model known as Sabato`s triangle. Jorge Sabato was the Argentinean physicist who suggested this science technological policy in the 60`s.

The Consejo Nacional de Investigaciones Científicas y Técnicas (CONICET), the Universidad Nacional del Litoral (U.N.L.), the Government of Santa Fe province, the Municipality of Santa Fe city, the Confederación General Económica (CGE) and the Confederación General de la Industria (CGI) were the founding members of the Technology Park Corporation which obtained its legal status on August 2002, and two years later the Municipality of Paraná, Entre Ríos Province, joined the corporation.

Due to the will and effort of the share-holders as well as the management team of the PTLC S.A.P.E.M. it was possible to start the Business Incubator activities in 2003. So as to improve permanently the services provided to entrepreneurs, the PTLC S.A.P.E.M. strengthened information and communication equipments, security and internet by the middle of 2004. Simultaneously to these actions it was launched the Pre-incubation area for the business ideas.

In mid-2005 and while the PTLC was growing, CONICET had to grant its shares to the UNL due to the fact that national regulations do not allow it to take part in a Corporation.  Nevertheless, CONICET and the PTLC signed an agreement which states that CONICET would continue supporting the PTLC by providing its building infrastructures  (the Incubator and the Administration)  and a large area of land besides some professional employees.  This agreement  opened the possibility of building  two containers since CONICET  provided the ground and the Ministerio de la Producción of Santa Fe Province contributed money  for building 200 square meters covered area each one. These buildings were inaugurated on August 14th, 2007 for enterprises in the stage previous to achieve their own premises.
From 2008 up to now a lot of improvements have been introduced to the Technology Park so as to provide entrepreneurs all  the infrastructure required to carry out their business activities.
